The gorgeous PHILLIP ISLAND FLOWERS definitives, the 12th Norfolk series since decimalizaton in 1966, was issued in two groups of six stamps on 21 May, and 18 September, 2002.
Since the eradication of feral animals on Phillip Island in the late 1980s, and the planting and management of native plant species by the Australian National Parks and Wildlife Service, the island, 6km south of Norfolk Island, has seen remarkable regrowth of its flora.
All "Norfolk Post" decimal currency definitive stamps were issued in two, three, or four groups, approximately every 3 years (compare Pitcairn's definitives issues approximately every 7 years!). The Phillip Island Flowers set was withdrawn from sale and replaced by the Sea Birds issue in 2005 and 2006.
The short sale period of the definitives maintained the popularity of, and high interest in, Norfolk Island stamp issues with collectors worldwide. They proved to be a great revenue boost for "Norfolk Post". More than 30 sets, souvenir sheets, and stamp booklets were released by Norfolk Post during the sale period of this definitive series. The number of sets printed is unknown.
